Regional Nuclear Safety Directorate II (RNSD-II),
is responsible for controlling, regulating and enforcing the matters
related to nuclear safety and radiation protection in Region –II
comprising of Zhob District of Baluchistan, a part of Western Punjab
and Southern N.W.F.P. In addition to Chashma Nuclear Power Plant,
RNSD –II also regulates the installations that are utilizing
nuclear material, radioactive sources and radiation apparatus (
used for medical diagnostic, industrial radiography & radiation
therapy purposes). In order to accomplish its regulatory function,
RNSD–II has following responsibilities:-
i. Inspection and enforcement.
ii. Licensing of all faculties excluding nuclear power plants.
iii. Licensing of personnel of facilities.
iv. Training and certification of occupational workers.
v. Review and assessment of safety performance of all facilities
quantitatively and qualitatively against Performance Objectives
and Criteria (PO & C).
vi. Training and certification of own staff.
vii. Self assessment of owns regulatory effectiveness.
viii. Public awareness.
RNSD –II verifies that the provision of PNRA Ordinance, related
national regulation, terms and conditions of the license and adherence
to approved Technical Specifications is complied. RNSD – II
carries out various types of inspections and enforcement measures,
if deemed necessary. In order to perform inspections systematically
and cover all the inspection areas comprehensively during each calendar
year, RNSD –II has established its inspection plan. The plan
mainly includes inspection of various safety related structure,
system, components, verification of qualification, training and
retaining requirements of personnel performing safety related jobs.
In addition, licensing of Main Control Room (MCR) operating personnel
is another important activity as part of assurance to sage operation
NPP. Other activities of RNSD –II include the following:-
i. Review of safety issues, design modifications, event reports,
technical specification modifications etc. as assigned by PNRA.
ii. Preparation and revision of Procedure and Guidelines for Inspection.
iii. Training to MCR crews on national regulations on nuclear safety
and radiation protection and related regulatory guides.
iv. Participation in meetings / workshops.
v. Arranging on job training related to NPP inspection to PNRA recruits.
vi. Initiation of enforcement action against potential violation.
vii. Review of safety analysis report.
This includes survey and registration of facilities utilizing radiation
generators and radioactive sources, licensing and inspection of
radiation facilities, issuance of No Objection Certificates (NOC)
for import / export of radioactive sources for medical and industrial
purposes and training of radiation workers including radiologists
and radiographers.
