Centre For Nuclear Safety (CNS)

The Technical Support Organization (TSO) was formally established within PNRA in June, 2005 with the main objective of strengthening and enhancing the existing regulatory capabilities of PNRA to discharge its responsibilities regarding the licensing of Chashma nuclear power plant unit-2 and for future nuclear facilities to be installed in this country. The TSO of PNRA is called the centre for Nuclear Safety (CNS).

The detailed functions and interfaces of TSO would comprise of the following major components:

a
Improving the skills and knowledge of the regulatory personnel through specialized training at local and foreign institutions, exchange visits to other nuclear regulatory bodies and participation in seminars, conferences and research projects etc.
b
Procurement of software needed to perform confirmatory and audit calculations for design/beyond design bases accident analyses, probabilistic safety analysis, seismic analysis, structural analysis, computational fluid dynamics etc.
c
Developing strong documentation base and information centre equipped with regulatory documents (such as regulatory guides, review plans etc.) from countries such as USA, UK, Germany, France etc.
d
Developing and strengthening bilateral links with nuclear regulatory bodies of USA, China, etc. and international organizations e.g. IAEA, NEA etc.


The TSO will be headed by a Director General and comprise of three Directorates namely, Directorate of Safety Analysis {at present Directorate of Technical Support and Safety Research and Development (TSD), Directorate of Technical Support at present Directorate of Information Services (ISD)} and Directorate of Safety Review (yet to be established).

Directorate of Safety Analysis

The Directorate of Safety Analysis {at present Directorate of Technical Support and Safety Research and Development (TSD)} was established with the main objective to provide technical support in safety review and regulatory decision making to different Directorates of PNRA in relationship with safety issues of nuclear power plants of (KANUPP & CHASNUPP) and research reactors (PARR-I and PARR-II) of the country. Other functions of TSD is to develop capability of performing independent calculations and conduct safety research and development work with an objective to perform audit /verification of the licensee’s submissions in different areas of nuclear safety. These areas include reactor design, thermalhydraulics, accident analysis structural analysis, Computational Fluid Dynamic (CFD) analysis and Probabilistic Safety Analysis (PSA). PC versions of state of the art computer codes and plant simulators in these areas such as RELAP, MELCOR, MACCS, CONTAIN, ANSYS, RISK SPECTRUM, etc. are being utilized for developing independent capability to perform safety analysis.

Directorate of Safety Review

A Directorate of Safety Review is being established within TSO to perform review and assessment of the licensee’s submissions on the basis of national regulations and international codes guides and standards. The review and assessment will provide input for licensing decision making by PNRA. The Directorate of Safety Review will have interface with the Directorate of Safety Analysis which will provide independent analysis/audit calculations of the licensee’s submission to support the review process. In addition, the Directorate will have interface with the utilities and licensees for organization of the safety review of a facility. Presently, the review and assessment is being performed by one of the line Directorates of PNRA (NSD).
